Binary Moon has released a very cool Wordpress theme called Regulus. There is a built in admin panel in the theme so that you can change the layout of the site without actually editing any code. The admin panel also has options to change the header graphics and edit the colour scheme of the site.

Regulus comes with built-in plugins have been hard-coded into the theme so that no additional downloads are required. The built-in plugins used are; Admin Bar 2 , The_Excerpt Reloaded and Author Highlight. The theme also supports Widgets for easy changing of the overall layout.
